Punjab Educational Endowment Fund PEEF offers the Chief Minister Merit Scholarship CMMS 2025 Programme which is available for Pakistani students for the fully funded PhD scholarships in the world’s top universities.

This scholarship is aimed at supporting brilliant students in Life Sciences, Engineering, Technology, Natural Sciences and Social Sciences in getting an international academic experience. The programme is open to those eligible students who get enrolment in the top 50 QS ranked universities in the relevant subject.

CMMS is available for those who are academically excellent and financially needy and offers opportunities for these talented students to go in for their higher studies and fulfill the professional and academic requirements of globalization.

This scholarship is available for those students whose family income is declared as not more than Rs. 200,000 per month, and also, the age of the applicant should be less than 35 years as of April 30, 2025.

Priority would be given to residents of Punjab; however, there is a special quota for applicants from other provinces/minorities such as AJ&K, Gilgit-Baltistan, and ICT. Candidates are entitled to a valid PhD admission offer to continue their studies in one of the current Top 50 QS Ranked (subject-wise) Universities in the world, based on the subject areas from which they would like to read. The academic qualification backgrounds should possess consistency with no less than 60% marks overall.

Also, the declared family income of the applicant (including self, spouse, and parents) must not be more than Rs. 200,000 per month. The maximum age for applying to the scheme is 35 years as of 30th April 2025. Furthermore, candidates should not have availed of any foreign scholarships in the past.

To qualify for a PEEF scholarship, you will first need to be admitted into a university that is hence under QS Top 50 Rankings in the subject area of your choice. Once admitted, you may download an application from the PEEF website (https://www.peef.org.pk/cmms). Once selected, no candidate shall be able to defer their scholarship offer for the next year. The application is open only for persons who are either not permanent or regular faculty of public sector teaching/educational institutions of Pakistan. Preference would be given to students domiciled in Punjab; however, a special quota for students from other provinces including AJ&K, GB, and ICT has been allotted. Each applicant will be responsible for his/her admission and the visa application procedure. The decision of the CMMS Selection Committee will be final, and PEEF will reserve the right to reject any application or cancel the selection process without reason.
